Description of problem:

reduce the default log level from 'DEBUG' to 'INFO'. 

But there are likely log statements that are currently 'DEBUG'
that should be INFO so they get logged by default.

For example:
src/subscription_manager/entcertlib.py:180:            log.debug("Failed to update repos")

deferring to rhel-7.3.0 due to schedule and severity

The decision to make a log entry as 'DEBUG' or 'INFO' originates with the feature developer.  This is essentially a developer cleanup task.
