This is a tracker BZ for the various changes/additions that will be required to support deploying with SR-IOV.

- support conditional deployment of the SR-IOV agent on compute nodes
- support definition and matching on PCI SR-IOV specifications in TripleO
- support publishing nova whitelists based on deployment plan/templates
- support configuration of SR-IOV mechanism driver in neutron
