proxy_host and proxy_port are correctly configured in: /etc/pulp/server/plugins.conf.d/docker_importer.json

as well as cdn_proxy: host and port are set properly in /etc/foreman/plugins/katello.yaml

tcpdump shows that Satellite is trying to resolve registry.access.redhat.com by our local dns servers and it's not going though proxy.

Actual results:
trying to resolve registry.access.redhat.com locally without sending traffic to defined web proxy

Expected results:
The search of registry.access.redhat.com it should immediately send traffic to the defined web proxy and not try to resolve locally.

This is not an acceptable approach!
Proxy settings and communication has always been a problem since satellite 6.0.
Please get a grip on proxy handling holistically!

For me, this is a basic functionality!

Stop implementing more and more fancy stuff into satellite, when you are not even able to get the absolute minimum requirements working correctly.

A lot of people pay a lot of money for it and then it ends up like this:

A couple of notes here

- Firstly, Satellite 6.3.3 (and newer) support setting a HTTP Proxy for outgoing requests (such as those to external registries, see https://bugzilla.redhat.com/show_bug.cgi?id=1333595 which was delivered as part of Satellite 6.3.3). This will solve your issue. 

- Secondly, running and orchestrating the running of containers using Satellite is a feature that is deprecated and will be removed in a future release. Please seek an alternative.
