Description of problem:
I have a network where two devices are sending router advertisements (SLAAC): the actual edge router (AdvHomeAgentFlag off; AdvDefaultPreference medium) and a MIPv6 home agent (AdvHomeAgentFlag on; AdvDefaultPreference low). If I boot kernel 4.1.6-200.fc22.x86_64 or earlier, the edge router is selected and used as the default outbound route. If 4.1.6-201.fc22.x86_64 or later is used (currently latest is 4.1.8-200), home agent is selected as the default route.

kernel 4.1.6-201.fc22.x86_64 or later.


How reproducible:
100%

Steps to Reproduce:
1.boot selected kernel and login
2.wait until NetworkManager establishes the connection
3.see "ip -6 r sh"

Actual results:

Default router is fe80::21d:72ff:...

Expected results:

default via fe80::21d:70ff:... dev wls1  proto static  metric 600

As usual, reproducibility disappeared after pressing submit. Closing this bug for further investigation...
