Description of problem:
OpenStack director needs the ability to enable libvirt's secure live migration capability when deploying the overcloud. Currently, the live migration functionality has to be enabled by hand after deployment of the overcloud which is time consuming and error-prone.

OSP director 7.0

Actual results:
Overcloud deployments require manual configuration of libvirt secure live migration

Expected results:
OpenStack director should automate this configuration for overcloud deployments

This bug did not make the OSP 8.0 release.  It is being deferred to OSP 10.

I've marked this RFE as for shared-storage live migration and Bug # 1392369 as for block-based live migration. Brian please re-align the cases along these lines if needed (it wasn't clear to me whether both these cases are for the shared storage case, but it seemed likely).

When implementing is a key consideration needs to be that the live migrations be secure, this should not be a separate configuration task but part and parcel of what we deliver out of the box.
