Description of problem:

before building images certain yum repositories must be expressly used.

`export DIB_YUM_REPO_CONF="/etc/yum.repos.d/delorean.repo

This bug is against a Version which has reached End of Life.
If it's still present in supported release (http://releases.openstack.org), please update Version and reopen.
