Bugzilla will be upgraded to version 5.0. The upgrade date is tentatively scheduled for 2 December 2018, pending final testing and feedback.

Doc Text:	A missing dnsmasq lease file caused "instack-virt-setup" to fail when retrieving the host IP. This fix retrieves the IP address from a different source and "instack-virt-setup" now succeeds.

Environment:

Steps to reproduce:
Run instack-virt-setup on rhel7.2


Results:
Endless loop with these messages:

instack never got an IP address from the libvirt default network.
cat: /var/lib/libvirt/dnsmasq/default.leases: No such file or directory

Expected result:
instack-virt-setup should complete successfully.


Note:
Seems like libvirt doesn't ask for dnsmasq to fill a lease file, thus instack-virt-setup fails to retrieve it at the end of the installation.
