Description of problem:
During a recent customer POC, after installing the Undercloud, it was discovered that the heat templates were missing. Without these templates, which are used to deploy the Overcloud nodes, we could not successfully deploy the Overcloud. The missing templates are probably due to the Undercloud not fully installing the first time because the following value was left out of the undercloud.conf:

# openstack-config --set undercloud.conf DEFAULT network_gateway 172.16.0.1

How reproducible:
Unsure

Steps to Reproduce:
1. Install the OSP director
2. Configure undercloud.conf but leave out an important variable such as network_gateway
3. openstack undercloud install
4. After the undercloud install fails, add the missing variable to undercloud.conf
5. Re-run openstack undercloud install
6. Inspect the heat templates

Actual results:
Heat templates are missing

Expected results:
Heat templates for the Overcloud should be installed
