ie8, ie9 GWT-compilation-permutations will not be practically needed for the 4.0 UI anymore. we can remove them and save some compilation time.

let's do two separate patches - one for ie8 and another one for ie9, just in case we would want/need to backport the ie8-removal for 3.6.
