Description of problem:
$ rpm -ql java-1.8.0-openjdk | grep policytool           
/usr/lib/jvm/[...]/jre/bin/policytool
$ rpm -ql java-1.8.0-openjdk-devel | grep man1/policytool
/usr/share/man/man1/policytool-java-1.8.0-openjdk.1.gz

man page should be in java-1.8.0-openjdk.

Yes, man page is moved to java-headless, it is better,
as java requires java-headless.
In perfect case it should be in java, as policytool belong to java subpackage, not java-headless subpackage.

Thats correct.

The desktop icon is in jre, but binary itself is in headless.
