Fix for #1505: [227 regression] Boot occasionally fails with "Connection timed out"

Description of problem:
Oct 13 22:31:08 lnx systemd[1]: Failed to start Login Service.
Oct 13 22:31:08 lnx systemd[1]: systemd-logind.service: Unit entered failed state.
Oct 13 22:31:08 lnx systemd[1]: systemd-logind.service: Failed with result 'exit-code'.

Version-Release number of selected component (if applicable):
systemd-227-1.fc24.x86_64

How reproducible:
Intermittently.

Steps to Reproduce:
1. Run Rawhide

Actual results:
Failed to start Login Service.

Expected results:
Successful Login Service start.

Additional info:

tested 20 re/boots - ALL PASSED

Once v228 is released, the fix will land in rawhide together with it.
