Steps to reproduce:
1. Deploy overcloud 7.0
2. Fix the repos on the undercloud.
3. Update the undercloud with yum update.
4. Fix the repos on all the overcloud nodes
5. Attempt to upgrade to 7.1 with:
openstack overcloud update stack overcloud -i --templates -e /usr/share/openstack-tripleo-heat-templates/overcloud-resource-registry-puppet.yaml -e /home/stack/update.yaml


Result:
The update fails.

Expected result:
The update should succeed.

The log message mentioned is expected on every overcloud deployment or update (see bug 1277676) and is not related to the cause of the failure, whatever it is.

Sasha, we think this was fixed with 7.1. Can you retest with latest poodle and see if it reproduces?

Since ^ is working now, and have been working on various topologies, its safe to assume that the column lengths are OK.
