Description of problem:
python-dracclient is being added for support of Dell hardware as an optional dependency in RDO-Manager.  There is a spec file here:

https://github.com/mburns72h/python-dracclient-packaging

And the package is release in pypi here:

https://pypi.python.org/pypi/python-dracclient/0.0.4#downloads
