Steps to reproduce:

Attempt to deploy the overcloud with:
openstack overcloud deploy --plan overcloud --timeout 90




Result:
The deployment fails right away with:
Stack failed with status: Resource CREATE failed: KeyError: resources.ControlVirtualIP.resources.VipPort: 'network_id'
ERROR: openstack Heat Stack create failed.

Expected result:
The overcloud deployment should proceed.
