Description of problem:
When running the following command as a tenant::
# neutron qos-bandwidth-limit-rule-update eadd705c-f295-4246-952e-bad2762e6b27 policy2 --max-kbps 2048

I get the error:
Request Failed: server errointernalr while processing your request.

Version-Release number of selected component (if applicable):
python-neutronclient-3.1.1-dev7.el7.centos.noarch

How reproducible:
100%

Steps to Reproduce:
1. Create a QoS policy as admin user
2. Create a QoS a bandwidth rule 
3. Update the rule as a tenant

This bug is against a Version which has reached End of Life.
If it's still present in supported release (http://releases.openstack.org), please update Version and reopen.
