Infra-providers

Description of problem:
"paging_div" is visible on appliance pages where pagination is not available, which is giving inconsistent behavior in many pages

Version-Release number of selected component (if applicable):
5.5.0.10-beta2.1.20151110134042_d6f5459

How reproducible:
Very

Steps to Reproduce:
1. Navigate to any page where pagination is not available. (For example, Infrastructure ==> Providers ==> Configuration ==> Add a New Infrastructure Provider
2. Observe the bottom of the page


Actual results:
"pagination div" with margin in visible.  This does not look good from a user experience.

PS:

On different pages, different behavior is noticed.  In some pages, Add/Save/Cancel button is above this margin, and in many pages in below the margin. There is no consistency from user experience

Expected results:
"pagination div" should not be visible in terms of the margin for better user experience
