Something must be messed up with your system. Is this reproducible? Does this fix it?

yum reinstall libvirt-python libvirt-client

Indeed, something was missing in my system. 
I reinstalled libvirt and everything is ok. 
This bug report should have been filed in the first place. Please disregard it.
