Description of problem:
When trying to refresh provider refresh fails, log contains:

User "system:serviceaccount:default:manageiq" cannot list all componentstatuses in the cluster

componentstatuses causes all the refresh to fail 

Version-Release number of selected component (if applicable):
5.5.0.10
openshift: v1.0.8

How reproducible:
100%

Steps to Reproduce:
1. refresh a openshift provider

Actual results:
refresh fails

Expected results:
other entities should refresh fine.

To verify the this bug the following  Must be found in the log after refresh:

Unexpected Exception during refresh: HTTP status code 403, User "system:serviceaccount:default:manageiq" cannot list all componentstatuses in the 
cluster

And the refresh must succeed

Bug verified. 

The refresh succeeds and the evm.log shows: 

Unexpected Exception during refresh: HTTP status code 403, User "system:serviceaccount:default:manageiq" cannot list all componentstatuses in the 
cluster
