Description of problem:
Containers events are collected but not displayed in the UI. 

Version-Release number of selected component (if applicable):
cfme-5.5.0.6-beta1.2.1.el7cf.x86_64

How reproducible:
100%

Steps to Reproduce:
1. Navigate to the containers list page (Containers > Containers)
2. Choose a specific container from the list
3. press "Monitoring" drop-down

Actual results:
only "Utilization" item is shown, no "Timeline"

Expected results:
"Timeline" item should appear in the drop-down and by clicking it should redirect to the container timeline page showing its events.
