Description of problem:
Log4Perl was done in a fairly intrusive way, it should be possible to rerwrite this to be less intrusive and more controllable.

1: Instead of editing every CGI file it should be possible to over ride the handler calls to log start and stop times.

2: Instead of editing a lot of template files it should be p[ossible to edit the process call to log the start and stop times.

3: There should be a parameter to control what gets logged, not just log level but actual types of logging. e.g. you might want CGI being logged but not Templates, and vice-a-versa.
