Rebase libvirt-python to current upstream release

Description of problem:
Both RHEV and OpenStack will like to use new features and APIs provided by libvirt, which are impossible to deliver without rebasing libvirt (there are specific BZs for each of them).
Version-Release number of selected component (if applicable):
libvirt-python >= 1.3.0 (the exact version depends on rebase deadlines)

Regression test result for libvirt-python-2.0.0-2.el7:
The failures for last job is because of existing bug
And have 1 existing bug for new api guestVcpus()
All flags test result:
The 4 macro can not find because of new libvirt version in snapshot
So verify this bug.
