Description of problem:
Ovirt landing page shows '???pageheader.notLoggedIn???' in upper right corner. I look like missing localization.

100%

Steps to Reproduce:
1. Run engine
2. Load http://localhost:8080/ in browser

Actual results:
String '???pageheader.notLoggedIn???' rendered in upper left corner

Expected results:
Some user friendly string.

Works for me, Please setup a fresh installation in a new directory
