Description of problem:

There's a failed regression:
./tests/basic/afr/arbiter.t (Wstat: 0 Tests: 51 Failed: 1)
Failed test:  10

Test #10 is `TEST $CLI volume delete $V0`

Fix:
Check that the volume is stopped before trying to delete it.
