Description of problem:

There's "untranslated" VM_MIGRATION_TO_SERVER_FAILED event for subscription in Users -> $user -> Event Notifier - Manage Events -> VM events.

100%

Steps to Reproduce:
1. open Users -> $user -> Event Notifier - Manage Events -> VM events in
   Admin Portal
2. see if there is "VM_MIGRATION_TO_SERVER_FAILED"
3.

Actual results:
there is "VM_MIGRATION_TO_SERVER_FAILED"

Expected results:
there should be no CAPITALIZED "internal" names for events

Moving from 4.0 alpha to 4.0 beta since 4.0 alpha has been already released and bug is not ON_QA.
