Description of problem:

The following line in tor's service file makes 'systemctl reload tor@foo' fail:

CapabilityBoundingSet=CAP_SETUID CAP_SETGID CAP_NET_BIND_SERVICE


Fix:
add the following to your service file:
PermissionsStartOnly=yes
