Description of problem:
In cluster with architecture set to ppc, there is no need to have Spice Proxy for cluster option and Memory Balloon optimization checkboxes as these are not supported on ppc. Either disable these checkboxes or throw UI error when these are checked up and architecture is set to ppc

How reproducible:
100%

Steps to Reproduce:
1. Create cluster, set architecture to ppc
2. Check Optimization -> Enable Memory Balloon optimization
3. Check and fill Console -> Defines SPICE proxy console

Actual results:
Steps 2 and 3 are checked and saved on cluster.

Expected results:
Steps 2 and 3 should be disabled or throw error with ppc arch.

balloon is supported, spice proxy is useless indeed

The bug was not addressed in time for 4.1. Postponing to 4.2

we didn't get to this for a long time. SPICE still cannot be used so option for SPICE Proxy is useless, but it shouldn't hurt anyone...
