tier-snapshot.t fails on RHEL6 or RHEL7 with many database entries.

1. run tier-snapshot.t test
2. observe failure at step 11

Additional info:

To take a snapshot of a tiered volume, we must pause tiering activity first. This is very slow on RHEL6 due to the sqlite version on RHEL6. Fix is to deliberately abort any queries in progress. The problem also manifests on RHEL6 when the database has many entries.

Lot of time since no activity on this bug. We have either fixed it already or it is mostly not critical anymore!
