Description of problem:
The openshift-ansible playbooks/roles should include the support for the required ManageIQ Service Account, Role and Project.

Version-Release number of selected component (if applicable):
3.0.15-1.git.0.8e979de.el7

How reproducible:
100%

Actual results:
Currently it is not possible to deploy OpenShift with the required ManageIQ configurations (nor it's the default).

Expected results:
By default OpenShift should be deployed with the required ManageIQ configurations pre-loaded.
