Hello.

scipy included non-free image. 
This is "Lena" (Lenna) image. (DAT file)

This file license (Copyright) is non-free, and this content is violate Fedora Packaging Guideline.

I check source RPM (*.src.rpm) and source archive (E,g tar.gz, etc...).
Not Binary RPM (*.rpm).

This bug appears to have been reported against 'rawhide' during the Fedora 24 development cycle.
Changing version to '24'.

Starting from 0.17, the image should be removed:
https://github.com/scikit-learn/scikit-learn/issues/5739
https://github.com/scipy/scipy/pull/5162

So no current fedora should ship Lena anymore
