Description of problem:
submitting results to a test instance of the catalog fails.

redhat-certification-2.1-20151221.el7.noarch

How reproducible:
seen on one host, still looking for any required conditions

Steps to Reproduce:
1. run tests against a valid host, via the webui
2. go to the 'results' tab
3. from the 'Actions' dropdown, select 'submit'

Actual results:
error that catalog cannot be reached

Expected results:
successful submission with no error message
