Description of problem:
When user in reports portal selects a host within heatmap report which does not have any data for the date displayed, host should be displayed anyway. 
In case user is creating heatmap of full DC with multiple hosts it is not user friendly to just hide hosts without data, rather show them with X as it is default.

How reproducible:
100%

Steps to Reproduce:
1. Add two hosts to engine
2. Remove 1 host
3. Create heatmap of both in engine and removed hosts for the day when only 1 host is in cluster

Actual results:
Only hosts in engine are displayed. Hosts which does not have data collected for chosed time period aro not visible.

Expected results:
All hosts should be visible. If no data available put X.

This is not the behavior in our reports.
For example: Multiple Hosts Resource Usage (Over Time) (BR3)

I would look at reports with host list like host uptime for cluster.
What do we do there?

Moving from 4.0 alpha to 4.0 beta since 4.0 alpha has been already released and bug is not ON_QA.

Removing support for reports in 4.0.
Will reopen if relevant.
