Description of problem: The dnf langpacks plugin does not install langpacks. langpacks.py implements new CLI commands for installing and removing langpacks, but the plugin itself only parses the config file. The yum langpacks plugin added the language packages to the transaction during the postresolve hook, and I would have expected the dnf plugin to do something similar during resolved(). In its current state the langpacks plugin cannot be used in non-CLI cases. Version-Release number of selected component (if applicable): python3-dnf-langpacks-0.15.1-3.fc24.noarch
