Any chance on getting evolution 3.19 (from rawhide) back-ported to fedora 23? The new oauth2 support makes it a pretty significant release.

Thanks for a bug report. I'm sorry, but not much chance. The 3.19.x is a development version, might not be used by regular users, unless they know what they are doing (of course, it's appreciated if the users use it and file bugs against it). Also, the 3.19.x also changes API, thus anything using might be rebuilt, which is not the way stable Fedora usually works.

A usual way is to enter your GMail account in GNOME Online Accounts and Evolution will pick it and will use OAuth2 for it. The 3.19 doesn't use OAuth2 for other than Google accounts.
