Description of problem:
/etc/security/limits.d/90-nproc.conf should be removed because it seems that it overrides the value from /etc/security/limits.conf and cause trouble and confusion.
I don't see any reason for its existence.

How reproducible:
always


Actual results:
90-nproc.conf overrides /etc/security/limits.conf

Expected results:
90-nproc.conf to be removed
