gnome-calculator has asymmetric regional format conversion

Description of problem:
gnome-calculator has asymmetric regional format conversion - it converts dots to commas, but it doesn't convert commas to dots while using different formatting options

Steps to Reproduce:
1. set Formats to some English variant under Settings>Region&Language
2. in gnome-calculator, type a number like 0[dot]005 and press enter
3. in gnome-calculator, type a number like 0[comma]005 and press enter
4. set Formats to Ceska republika under Settings>Region&Language
5. log out and log in
6. repeat steps 2 and 3
In step 3, the comma is not allowed, while after step 4, both comma and dot are allowed.
The format conversion is symmetrical.
This message is a reminder that Fedora 23 is nearing its end of life.
Approximately 4 (four) weeks from now Fedora will stop maintaining
and issuing updates for Fedora 23. It is Fedora's policy to close all
bug reports from releases that are no longer maintained. At that time
this bug will be closed as EOL if it remains open with a Fedora 'version'

plan to fix it in a currently maintained version, simply change the 'version'
to a later Fedora version.

Although we aim to fix as many bugs as possible during every release's
lifetime, sometimes those efforts are overtaken by events. Often a
more recent Fedora release includes newer upstream software that fixes
bugs or makes them obsolete.
