Description of problem:
3.6 allows the use of local user accounts but ...
* its not documented how to use them
* the docs say its not possible (sect 13.1 of the admin guide) "All user accounts must be created in external directory servers;"

Steps to Reproduce:
1. See section 13.1 of the admin guide
2. Locate local user account creation 
3. Not found

Actual results:
No section on local user account management and section 13.1 says its not possible

Expected results:
The section should say it is possible and detail how to do it

Additional info:
The only info I could find was https://www.youtube.com/watch?v=CUsaqLQIkuQ  Tis was enough to be able to create local users
