Likely a problem in all OSP versions.  This would explain a lot of weird partition-related hangs and such.

rabbitmq-server-3.3.5-16.el7ost is not in the puddle  - returning to modified. 

latest puddle contain from 2/10/2016:

Package is in the latest 7.3 build
[root@overcloud-controller-0 ~]# rpm -qa | grep rabbit
rabbitmq-server-3.3.5-16.el7ost.noarch

Sanity Only - unable to run the reproduce steps.

This issue doesn't require documentation, visible to end users.
