HA settings of the virtual machine

Description of problem:

When we try to start a CentOS 6.7 Linux virtual machine from a template, with HA settings of the attached screenshot, the following message is shown:

"VM lab-centos6-0001 is down with error. Exit message: only a single watchdog device is supported."

In the attached screenshot you can see that there is only one watchdog device. If we setup watchdog model to "No-Watchdog" the virtual machine starts.

This does not happen if we create a new virtual machine from scratch with the same config but without using templates.

How reproducible:

Everytime you try to start a virtual machine with watchdog model other than "No-Watchdog"

Steps to Reproduce:
1. Create a virtual linux virtual machine from a template.
2. Configure HA settings as the attached screen shot.
3. Start the virtual machine.

Actual results:

The virtual machine does not start with the error "VM lab-centos6-0001 is down with error. Exit message: only a single watchdog device is supported.".

Expected results:

The virtual machine should start.

I see this happening even on the current master.

Verified on :  Red Hat Enterprise Virtualization Manager Version: 3.6.5-0.1.el6 

verification steps:
1. Create a template with watchdog device 
2. Create a VM from the template.
3. Check in VM devices that there is only one watchdog device.
4. Start the virtual machine.
