The rh-postgresql94-postgresql-static package now includes the libpgport.a and libpgcommon.a libraries. These libraries are required by certain third-party packages to build, for example, by the pg_bulkload and pglogical packages.

This would be also useful for rh-postgresql94 collection.

Description of problem:
libpgport.a library is required by couple of 3rd party packages to build
(pg_bulkload among others), and it would be nice to have this library built
as part of postgresql-devel
