According to https://pypi.python.org/pypi/pyephem/ pyephem is Python 3 capable. It would be great to provide a python3-pyephem in Fedota too :)

This bug appears to have been reported against 'rawhide' during the Fedora 24 development cycle.
Changing version to '24'.

Hi Marek,
here is the change needed to add Python 3 support. Could you please review it and do the update?
