This bug appears to have been reported against 'rawhide' during the Fedora 24 development cycle. Changing version to '24'. More information and reason for this action is here: https://fedoraproject.org/wiki/Fedora_Program_Management/HouseKeeping/Fedora24#Rawhide_Rebase
Upstream looks dead... maybe time to retire or let next mass rebuild take care of this package. http://miller.emu.id.au/pmiller/software/cook

It looks like the new grog tool is not as good as before. Passing build (with groff-perl-1.22.2-10.fc22): ++ grog -Tps lib/en/tutorial/main.mm + groff -Tps -spt -mm lib/en/tutorial/main.mm Failing build (with groff-perl-1.22.3-9.fc26): ++ grog -Tps lib/en/tutorial/main.mm + groff -T ps -s -t -mm lib/en/tutorial/main.mm ****************** ERROR:(./lib/en/tutorial/fig1.so) input line 19:PS: bad arguments. Probably not processed with pic. ******************
The is another issue within the roff files. Decent patch could fix it.

I disabled conversion to PDF in F27 because groff -Tpdf does not work either.
