Description of problem:
OpenSCAP oval test, which is part of the redhat-certification-commons suite, assumes internet connectivity when it tries to access https://www.redhat.com/security/data/oval/Red_Hat_Enterprise_Linux_*.xml 

This is a wrong assumption, especially in case of disconnected/isolated labs/systems.

Steps to Reproduce:
1. Run redhat-certification-cloud tests without internet connectivity.
2. Traceback when it runs SCAP Oval test.
