Hi Mike, is there *any* chance we can get this into the 8.0GA? It would help us avoid potentially jumping through a bunch of hoops. We can totally do the QE on it too if that would help. Thanks

Verified with https://review.openstack.org/#/c/279561/ on automation run.
orphaned queues are now being auto deleted within 10 minutes timeout which helps significantly to keep recovery time low since rabbitmq does not need to recover orphaned queues.
