Description of problem:

When trying to use a CEPH deployment, if the OSDs are not created, the deployment is still considered successful. 

Version-Release number of selected component (if applicable):
2015.1.2-9.el7ost

How reproducible:
everytime

Steps to Reproduce:
1. create the failure in https://bugzilla.redhat.com/show_bug.cgi?id=1312190
2. Try to reuse the same storage
3.

Actual results:
No CEPH OSDs created

Expected results:
A failed deployment

This bug did not make the OSP 8.0 release.  It is being deferred to OSP 10.
