Description of problem:

We should check if current hostname (or one supplied, after bug 1251968) is already in metadata file.

What we do with it depends on order of questions.

ask if it's a reinstall of it?

We might be able to check if it's currently locked? and prevent reinstall then?

If reinstall, suggest its existing host ID as default for host ID

We will only be supporting adding additional hosts via the UI going forward, therefore closing this bug.
