Description of problem:
When I declare alerts on shutdown vm for provider openstack, and declare to log as event, a shutdown of a vm isn't displayed on managment events. 

Version-Release number of selected component (if applicable): 5.5.2.4


How reproducible: 
every time


Steps to Reproduce:
1. connect an openstack to cloudforms
2. add alerts on vm shutdown to log on management event
3. shutdown a vm 

Actual results:
no events generated while vm is correctly shutdown by cloudforms

Expected results:
an events is deplayed on management event displaying the shutdown of the vm.
