Package is built without testing.

Expected results:
Tests are run during build. Build dependencies are not omitted (not missing).

New test suite was shipped with an update to rubygem-mongo-2.2.3 for RHSCL. (In Fedora, rubygem-mongo is in version 1.10.2 atm.)
