Cinder log during the migration

Description of problem:
A setup with 2 Ceph back ends failed to migrate a volume with using the retype function. 
Each back end has its own type set to it with volume_backend_name parameter.
The migration failed with no distinct error in the logs (see attachment)

How reproducible:
100%

Steps to Reproduce:
1. Create a volume with a type linked to a back end
2. Retype the volume


Actual results:
The migration failed

Expected results:
The volume should migrate to the other Ceph cluster
