Description of problem: In an OSP8 overcloud a tenant called 'openstack' gets created. Its description says 'admin tenant' but a tenant called 'admin' exists as well. The admin user is part of both the admin and openstack tenants. When you log in to Horizon as admin user it gets logged in in the openstack project and I would expect it to get logged in in the admin tenant. What is the purpose of the openstack tenant? Do we need both the openstack and the admin tenants created? This bug did not make the OSP 8.0 release. It is being deferred to OSP 10.
