Description of problem:

The zabbix agent cannot test connections to local network services:

Never mind.  These checks should be made "simple checks", not "zabbix agent" checks, and connections run from the server.

Actually, there is a good use case for running these checks from the agent - when the monitored machine is not running all the time.  That way the checks won't be run when the machine is down.
